Obtaining PHI’s Services Under Government Contracting Mechanisms
The MOBIS and CMAS programs significantly reduce the time and effort required for government agencies to obtain necessary services from private sector contractors. PHI is authorized to provide services to the federal government under Mission Oriented Business Integrated Services (MOBIS) and to California state and local government agencies under California Multiple Award Schedule (CMAS) in the following areas:
- consulting services (MOBIS #: SIN 874-1) to support agencies' management, organizational, and business improvement efforts; and
- facilitation services (MOBIS #: SIN 874-2) and related decision support services for agencies engaged in collaboration efforts, working groups, or integrated product, process, or self-directed teams.
In the course of its work, PHI has achieved excellent results for federal, state and local agencies, private foundations, and international donor organizations. Federal sponsors and clients include: U.S. Agency for International Development (USAID), Centers for Disease Control and Prevention, Environmental Protection Agency, National Institutes of Health and Substance Abuse and Mental Health Services Administration. Within the California Department of Public Health (formerly known as the California Department of Health Services), PHI clients include: the Cancer Prevention & Nutrition Section, Cancer Surveillance Section, Epidemiology and Prevention for Injury Control Branch, Genetic Disease Branch, Occupational Lead Poisoning Prevention Program and Tobacco Control Section.

Obtaining PHI Services under MOBIS
- PHI staff and agency managers meet to discuss the parameters of the project including goals, anticipated level of effort, and proposed rates.
- PHI develops a written proposal based on agency needs and specifics of the project.
- Agency reviews and modifies proposal as needed.
- For orders up to $2,500: contract officer places order directly with PHI.
- For orders over $2,500: contract officer solicits two other proposals for comparison.
- Agency selects appropriate contractor.
- Contract officer places order with PHI using a standard purchase order/task order under an indefinite ceiling.

- PHI staff and agency managers meet to discuss the parameters of the project including goals, anticipated level of effort, and proposed rates.

- Agency reviews and modifies proposal as needed.
- Agency solicits a minimum of three contractors.
- For orders up to $50,000: contract officer places order directly with PHI.
- For orders over $50,000: prior DGS-PD approval is required.
- Agency selects appropriate contractor.
- Contract officer places order with PHI using a standard purchase order/task order under an indefinite ceiling.
