Policy Associate II

The Public Health Institute (PHI) is a large non-profit public health organization conducting a broad range of public health research, training, and technical assistance programs in California, throughout the nation, and around the world. PHI is seeking a full time Policy Associate II for the CA Center for Connected Health (CCCH). This position is located in Sacramento, CA.

Under the direct supervision of the President & CEO of CCCH, the incumbent is responsible for leadership on policy issues impacting telehealth. S/he will develop and implement strategies and programs to carry out CCCH’s goals with regard to identification and removal of policy barriers to wide-scale telehealth adoption. This includes exploring potential policy areas of focus; developing and implementing policy initiatives in collaboration with other interested parties; providing leadership to and managing initiatives to ensure that they achieve the highest level of performance; and playing a key role in dissemination of the results of policy efforts.

Duties & Responsibilities:

  • Develop a strategy and work plan that represents the optimal means by which CCCH can have impact on the adoption of telehealth as a means to improve health care access, quality and efficiency
  • Implement policy workplan. This will include development of an annual advocacy agenda; determination of strategy and targets; identifying and developing relationships with collaborators; creation of appropriate materials and messaging including engaging policy briefs, action alerts, fact sheets, and legislative updates
  • Review and track relevant legislation and regulatory changes
  • Establish and build relationships with legislative staff and Administration officials; develop a network of contacts within the legislature and the Administration by communicating regularly and serving as a resource to staff
  • Assist with coalition building with state and national partners — attend meetings and work in coalition with other state and national organizations toward shared goals
  • Manage work product and organize workload of research assistant
  • Keep abreast of key trends and activities in the California health care environment, specifically as they pertain to telehealth
  • Respond to requests for information, both inside and outside CCCH; represent CCCH at various venues.

Qualifications:

  • Masters degree in Public Policy, Public Health, Public Administration, or a related field.
  • 5 or more years of increasingly responsible experience in policy analysis and issue management
  • Familiarity with the organization and financing of publicly funded health care services – state and national
  • Expertise in Health Care Financing, Health Care Delivery System Organization, Health Information Technology, and Public Policy
  • Demonstrated ability to establish strategy, develop work plans, multi-task, and deliver quality work on time and within budgetary guidelines
  • Excellent ability to think strategically
  • Strong analytic and critical reasoning skills
  • Excellent writing and communication skills, with an ability to translate complex ideas into clear, easy-to-understand concepts
  • Excellent interpersonal and collaboration skills
  • Ability to earn the respect of and to influence leaders of business, government and non-profit entities toward change
  • Ability to effectively build relationships with and influence staff on all levels inside and outside of the organization
  • Experience with technology, including the Internet
  • Proficiency with Microsoft desktop applications including the most recent versions of Word, Excel, PowerPoint, etc.

Compensation:

This is an exempt position and the salary is commensurate with experience.
