Teh-wei Hu, PhD

Dr. Hu is the Center Director. He is Professor Emeritus of Health Economics at the University of California, Berkeley. Dr. Hu has been a leading researcher on tobacco control policies in China, and has an extensive background in tobacco tax policy research. Dr. Hu was the first U.S. researcher to introduce the concept of tobacco control through tobacco taxes in China. Since 1990, he has served as a senior policy advisor to the Chinese Ministry of Health and is the senior advisor to the Chinese Association on Tobacco Control. In 2009, Dr Hu was appointed Chief Health Economist to the Institute of Health Economics Research of the Ministry of Health in China.

Michael Ong, MD, PhD

Michael Ong is an Assistant Professor of Medicine at the University of California, Los Angeles. He obtained his M.D. from the University of California, San Diego and his Ph.D. in Health Services and Policy Analysis from the University of California, Berkeley. Dr. Ong is a practicing general internist and health services researcher whose research interests center on the intersection of general internal medicine, health economics, tobacco control, and mental health. His recent research focus in tobacco control has been the economic effects of passive smoking restrictions, and smoking cessation among individuals with mental or substance use disorders. Dr. Ong is currently Chair of the State of California Tobacco Education and Research Oversight Committee, which provides oversight for the California Tobacco Control Program.

Hai-Yen Sung, PhD

Hai-Yen Sung is Associate Adjunct Professor at the Institute for Health & Aging and the Department of Social and Behavioral Sciences at the University of California, San Francisco. Dr. Sung is a health economist. Her research in tobacco control focuses on the economic cost of smoking, economic impact of taxation and other tobacco control policies, smoking cessation behaviors, and secondhand smoke exposure. In her recent cost-of-smoking research work, she has expanded the study populations to include communities of color such as Latinos and African Americans, individuals with mental illness, managed care health plan members, and developing countries such as China and India.

Elisa Tong, MD, MA

Dr Elisa Tong is an Assistant Professor of Internal Medicine at University of California, Davis. She completed her undergraduate, master's in health services research, and medical degree at Stanford University. She has worked in tobacco control policy and cessation research for over ten years, with a special emphasis on secondhand smoke and Asian populations. In 2007, the American Legacy Foundation recognized her research with an award for "Outstanding Use of Tobacco Industry Documents."

Anita Lee, DrPH

Dr Anita Lee is the Center's Research Scientist. She completed her Doctorate in Public Health at the University of California, Berkeley, and has conducted research work on tobacco control in China, in both Sichuan and Henan provinces and at the national level. Prior to joining the Center, Dr Lee has worked on health care financing reforms in Hong Kong.
