PHI Statement on Appointment of Debbie Chang as Blue Shield of California Foundation President and CEO

PHI congratulates PHI board member Debbie Chang, who joins the Blue Shield of California Foundation on March 9 as their President and CEO.

PHI congratulates PHI board member Debbie Chang, who joins the Blue Shield of California Foundation on March 9 as their President and CEO, overseeing its more than $30 million in annual grantmaking. Most recently, Debbie served as the Senior Vice President, Policy and Prevention at the Nemours Children’s Health System in Washington, DC, where she has led numerous innovative population health efforts including the Robert Wood Johnson Foundation funded Moving Healthcare Upstream project, to which PHI PI Kevin Barnett and CEO Mary Pittman served as advisors.

Debbie’s significant experience in Medicaid, children’s health and population health innovations have distinguished her as a national leader in these areas. As a PHI board member, she focused on policy and strategy and new funding opportunities, and in a very short time she served as a powerful ambassador for PHI and its work. We look forward to having her on the West Coast and collaborating with her in her new role.
