What is TALC?
The Technical Assistance Legal Center (TALC), funded by the California Department of Health Services, is a "one-stop" source on tobacco law and policy issues in California. TALC attorneys provide high-quality legal technical assistance free of charge for advocates, health professionals, government attorneys, and elected officials in California.

TALC is part of Public Health Law & Policy (PHLP), an organization within the nonprofit Public Health Institute that provides technical assistance on a wide range of legal and policy issues. TALC's work is guided by a team of legal advisors and a community advisory board. Legal Advisors
The Legal Advisors include professors from UC-Berkeley Boalt Hall School of Law and
Yale Law School, as well as private attorneys specializing in local government law.
