B. Summary Statement
The U.S. Agency for International Development (USAID) is at the forefront of the multi-agency U.S. Government (USG) response in the fight against HIV/AIDS as a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR). PEPFAR represents a cumulative investment of more than $80 billion (since 2003) in the global HIV/AIDS response, the largest commitment made by any nation to address a single disease.
Within USAID’s Bureau for Global Health, the Office of HIV/AIDS (GH/OHA) is the locus of HIV technical leadership for USAID, and has primary responsibility for the Agency’s HIV program. Comprised of eight divisions and over 200 staff, OHA provides strategic direction, technical leadership, and administrative support to HIV programs in over 50 countries, assisting with the design, implementation, monitoring, and evaluation of those programs. OHA ensures strong program performance and outstanding results by providing global technical leadership on a full range of issues related to HIV prevention, care and treatment; managing numerous research and field support programs; and monitoring the impact of the Agency’s HIV program.
The Strategic Information, Evaluation, and Informatics (SIEI) Division consists of four branches: Strategic Information, Evaluation, Health Informatics, and Expenditure Analysis. The Data Analysis Advisor (Advisor) will serve as a member of the Strategic Information (SI) Branch in the SIEI Division and will work under the direction of the SI Branch Chief. The Advisor will work closely with colleagues in OHA, USAID Missions, technical Communities of Practice (COOPs) and the Interagency Collaborative for Program Improvement (ICPI).
The purpose of the SI Branch in SIEI is to:
- Advance and support country-owned, sustainable health information systems and promote data-informed decision making, through program monitoring and evaluation;
- Improve health and HIV programs and ultimately health outcomes by strengthening data quality, data management, reporting and analysis;
- Provide technical expertise at headquarters and in-country for SI systems including health information systems; and
- Strengthen USAID Missions’ capacity to effectively manage their SI systems in an effort to provide program accountability, oversight and management.
C. Job Requirements
The Advisor will conduct integrated data analysis and will interpret and disseminate HIV-related data and analyses to facilitate program improvement and decision-making for USAID stakeholders. S/he will work closely with technical program experts at USAID Headquarters and Missions in the development and execution of data analyses and visualizations.
The Advisor will develop/expand expertise in PEPFAR data systems and data sources, analytics, and visualizations in order to collaborate with technical and program stakeholders. The Advisor will develop single and multi-data stream analytics to be used to assess USAID’s program efficiency, effectiveness, and impact. Data sources to be analyzed include: annual and quarterly-reported programmatic data, high frequency data, quality of service, budget, expenditure, epidemiologic, among others.

D. Essential Duties & Responsibilities
The Advisor will:
- Conduct integrated analysis and, in collaboration with technical program experts, interpreting, visualizing and disseminating HIV-related data, that will facilitate decision making for PEPFAR country teams, ICPI and USAID stakeholders;
- Provide technical assistance for S/GAC and technical COOPs on MER guidance, data use, and routine monitoring, including by serving on COOPs;
- Develop and deliver training curriculums, including onboarding of new staff;
- Develop relevant single, and multi-data stream analytics to be used in assessing PEPFAR’s program efficiency, effectiveness, and impact, through collaborations with technical and program stakeholders; and
- Build capacity to collect, analyze, visualize, and communicate data among USAID staff, implementing partners, and interagency stakeholders.
Support PEPFAR interagency work
- Advise interagency PEPFAR teams to ensure appropriate analytical products and reports are developed for use at both the USAID headquarters and mission levels;
- Support and conduct agency-neutral technical analyses for use by both USAID headquarters and mission-level staff;
- Work with SI Branch and interagency groups to develop and present interagency and USAID-specific country program reports, trainings, and technical area results;
- Work with technical program experts, country teams, and other stakeholders to develop, interpret analyses; and
- Communicate results of analyses through user-friendly visuals.
Support OHA and USAID Country Teams
- Serve as an SI Branch liaison in OHA Technical Clusters and/or OHA Country Clusters;
- Research, plan, analyze, organize and visualize programmatic and statistical data for use in briefings, publications, and reports;
- Respond to OHA Front Office data and data analysis requests as needed;
- Recommend statistical formats for reports while ensuring consistency with USAID standards;
- Developing and delivering training curriculums, including onboarding of new staff;
- Conduct analyses of PEPFAR and HIV data using statistical package software;
- Support technical programs with routine monitoring and data use for program improvement and strategic program planning, including serving as an SI point of contact for the management and oversight of central-managed awards;
- Provide technical assistance to country teams and implementing partners on PEPFAR Monitoring, Evaluation, and Reporting (MER) guidance, data collection and use;
- Work with field-based colleagues to determine metrics that best monitor progress towards HIV epidemic control and other technical priorities, including supporting work plan development;
- Assist with the development of Country Operational Plans (COP), including target-setting, writing of target justifications, ensuring appropriate use of data and analytics; and
- Support field-based SI Liaisons to ensure the incorporation of SI and data use into the HIV portfolios.
- Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development
- Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
E. Minimum Qualifications
The requirements listed below are representative of the knowledge, skills, and/or ability required.
- Minimum of a Master’s degree in public health, biostatistics, social science, health policy, mathematics, or relevant field and seven (7) years of relevant experience or a Bachelor’s degree in a relevant field and nine (9) years of relevant professional experience;
- At least 5 years for professional experience with two or more public health technical disciplines (such as, HIV/AIDS, Infectious Disease, Maternal & Child Health etc.); job duties/responsibilities specifically related to position description requirements.
- Experience in public health data management, preferably HIV-related, with at least two (2) years in an international or resource challenged setting.
- Demonstrated experience/expertise in analytics and statistical software such as Tableau, Excel, Stata, or SPSS. Proficiency in R or Python is desirable;
- Demonstrated experience in analysis and presentation of data;
- Strong oral and written communication skills;
- Comfortable working both independently and collaboratively;
- Demonstrated experience working with large data sets and survey dataset preferred;
- Ability to travel Internationally and domestically approximately 25%.
