Manel Kappagoda has worked at the intersection of public health and policy for almost 25 years. She started her career as a staff attorney in the HIV/AIDS law project of the East Bay Community Law Center. She also worked as a senior health program planner in the Policy Department of the San Francisco Department of Public Health. Before joining Tracing Health as a deputy director, she served as a vice president at ChangeLab Solutions, a national non-profit that provided technical assistance and training on public health policy strategies to local, state and federal government agencies and community-based organizations. In that role, she managed large national projects for the Centers for Disease Control and the Robert Wood Johnson Foundation among other partners. She also served as the chair of the Advisory Committee of the California Department of Public Health’s Office of Health Equity. She received her MPH from UC Berkeley and her JD from the University of California Hastings College of the Law.
