Summary
The Center for Immigrant and Refugee Health (CIRH), a program of Public Health Institute (PHI), was established in response to the humanitarian and healthcare needs of refugee and immigrant populations and focuses on improving the health and well-being of refugee and immigrant populations in California and throughout the United States. Center for Immigrant and Refugee Health’s newest project will coordinate services to newly arrived refugee children, youth, and families from Afghanistan and Ukraine.
Position Summary
The Afghan Refugee School Impact-Support to Schools (ARSI-S2S) program and the Ukraine Refugee School Impact (URSI) program are projects at Public Health Institute (PHI) and funded by the California Department of Social Services’ (CDSS) Office of Immigrant Youth. This three-year project is intended to support connection to education and health services through Local Education agencies (LEAs) and Community Based Organizations (CBOs) in identified regions that are supporting refugees from Afghanistan (ARSI-S2s) and Ukraine (URSI). Within PHI, this project is managed by the Center for Immigrant and Refugee Health (CIRH).
The Program Manager I is a key member of CIRH’s Refugee School Impact (RSI) team, with a primary focus on overseeing data systems, monitoring, and evaluation activities, and compliance reporting for refugee education programs. This position manages and supervises a team within the Community Support staff members and plays a central role in developing and implementing M&E frameworks, data collection protocols, and performance measurement tools to assess grantee outcomes and ensure alignment with state and federal reporting requirements. The Program Manager will collaborate with internal staff, school district partners, and community-based organizations to analyze data, generate evidence-based insights, and ensure accurate, timely reporting to funders and stakeholders. This role supports strategic decision-making and continuous quality improvement across the initiative, contributing to the shared mission of promoting educational equity and improving academic outcomes for refugee students in California. This position will report to the Division Director.
This is a remote position but will require travel to monitor progress and engage in capacity building for local education organizations and community-based organizations funded under this initiative. These locations are in different counties within the state of California and travel will be approximately 20% of the FTE of this role. This position will report to the Sehat Initiative Deputy Director and regularly interfaces with external partners.
This is a regular full-time position. The incumbent must be based in California.
Full salary range for this position: $84,177 to $124,412 per year. The typical hiring range for this position is from $84,177 (minimum) to $104,295 (midpoint), based on 100% FTE. The starting salary is determined using a variety of factors, such as the candidate’s knowledge, skills, and experience, as well as internal equity consideration and budget availability.
Essential Duties & Responsibilities
- Develop and implement comprehensive monitoring and evaluation (M&E) frameworks, plans, and tools, ensuring alignment with the CDPH, CDSS, and other funder goals and priorities.
- Collaborate closely with grantee project teams, Local Education Agencies (LEAs), school districts, and Community-Based Organizations (CBOs) to define project objectives, indicators, data sources, data collection methods, and reporting systems. Ensure effective communication and alignment throughout the program cycle.
- Oversee data collection, management, analysis, and reporting processes, guaranteeing accuracy, consistency, and compliance with relevant laws, regulations, policies, and grant requirements. Prepare clear, concise, and evidence-based reports highlighting key findings, trends, and actionable recommendations for grantees, PHI, CDPH, CDSS, and senior leadership.
- Provide leadership, guidance, and direct oversight of staff members within the Community Support Team, ensuring effective supervision, professional development, and quality implementation of assigned duties.
- Support CIRH in meeting grant obligations, including onboarding, training, and technical assistance to ensure familiarity with data management, monitoring and reporting tools, and compliance with funder requirements.
- Conduct regular in-person and virtual site visits, surveys, and assessments to monitor organizational performance, document project progress, identify barriers, exchange information, and provide ongoing capacity building and support.
- Develop internal dashboards and reporting tools to support real-time data access and decision-making by program leadership and funders.
- Conduct data validation and quality control reviews to ensure completeness and integrity of submitted reports and outcomes.
- Analyze trends and synthesize findings from quantitative and qualitative sources to inform program strategy and funding renewals.
- Identify systemic barriers and challenges faced by refugee populations in accessing education, health, and wellness services, proactively collaborating with LEAs, school districts, CBOs, and external partners to develop practical solutions and expand the network of accessible services.
- Travel to various California counties (approximately 20% of the time) for stakeholder meetings, site visits, capacity-building sessions, and events to ensure robust project implementation and direct community engagement.
- Work occasional evening and weekend hours as needed to attend events, accommodate community schedules, and facilitate inclusive participation of school-aged children and families.
- Perform additional duties as assigned to support overarching project goals and program objectives.
Minimum Qualifications
- 5 years of progressive experience in public health, community health, education, youth and family services, refugee health, monitoring and evaluation, research, or data analysis, preferably within the nonprofit sector.
- Bachelor’s degree in Public Health, Social Sciences, Statistics, International Development, or related field; or substitute with four additional years of relevant experience.
Other Qualifications
- Proven experience in a leadership role, with at least three years of experience directly supervising staff.
- Demonstrated strategic experience managing complex partnerships with CBOs, educational institutions, refugee health providers, and governmental entities.
- Comprehensive understanding of refugee resettlement processes, mental health interventions, and refugee community dynamics.
- Advanced multicultural competency; demonstrated success working and communicating effectively in a multi-cultural environment.
- Exceptional program management, strategic thinking, relationship-building, and networking capabilities.
- Strong analytical, problem-solving, and organizational skills with proven ability to prioritize, manage competing demands, and meet deadlines effectively.
- Fluency in English, both spoken and written.
- Excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
- Attention to detail and accuracy in work product.
- Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes. Familiarity and experience with MS Teams/SharePoint preferred.
- Must have the ability to travel to various locations in the State of California.
- Must have stable internet access and connection in the remote workplace.
- Ability to do occasional weekend and/or evening work as needed.
- Master’s degree in public health, education, social work, or related field of study preferred.
- Must be able to pass the background checks required for this job.
WORK SETTINGS AND SCHEDULE
- This is a remote position that supports at-home work but does require that approximately 20% of the FTE will be travel to various locations across the state of California.
- When traveling, this position may require working outdoors under typical seasonal weather conditions if attending a community event; most outdoor work will be in covered areas.
- Mileage expenses will be reimbursed for travel required by the job.
- Typical hours for this position are Monday-Friday, 8am-5pm, Pacific Time. This position may be required to work occasional evening and weekend hours in order to attend events or programs scheduled around availability of community members when conducting site visits.
