Position Summary
Center for Immigrant and Refugee Health (CIRH), a program of Public Health Institute (PHI), is a leader in improving the health and well-being of refugee and immigrant populations in California and throughout the United States. CIRH’s Afghan Refugee School Impact Support to Schools (ARSI-S2S) and Ukrainian Refugee School Impact (URSI) projects will coordinate services to newly arrived refugee children, youth, and families from Afghanistan and Ukraine.
The influx of Afghan and Ukrainian refugees is unprecedented for the refugee admission program in the United States in recent decades. An estimated 50% of newly admitted Afghans are children, while around 90% of these Ukrainian refugees are women and children. In response to this surge, the ARSI-S2S and URSI programs aim to provide community-based and culturally competent services to support the academic performance of eligible Afghan and Ukrainian newcomers and the successful integration of these children, youth, and their families into their communities.
CIRH partners with local education agencies (LEAs) and community-based organizations (CBOs) to provide support services to newly arrived refugee students, youth, and families from Afghanistan and Ukraine, such as: coordination of support services and activities that will foster connections for basic needs, family engagement and empowerment, youth engagement, and support to school enrollment.
The Division Director II will lead CIRH’s work with LEAs and CBOs to ensure financial and program compliance. This position will report to the Program Director and closely work with the Program Administrator. The incumbent will have supervisory responsibility for manager(s) and/or associate(s).
The position is primarily remote, with occasional travel within California for in-person meetings and events. Candidates based in California are preferred.
This is a time-limited, full-time position (100% FTE with a schedule of 40 hours/week) that is expected to last one year with the possibility of extension subject to the availability of funding.
Full salary range for this position: $120,498 to $184,813 per year. The typical hiring range for this position is from $120,498 (minimum) to $152,656 (midpoint), based on 100 % FTE. The starting salary is determined using a variety of factors, such as the candidate’s knowledge, skills, and experience, as well as internal equity consideration and budget availability.
Essential Duties & Responsibilities
- In partnership with Community Support Program Manager, oversees data collection, monitoring and evaluation of program activities across entire grantee portfolio. Oversees the preparation and submission of quantitative and narrative reports, quarterly reports, semi-annual reports, and other ad-hoc reporting efforts as requested by the funder.
- Supports Program Manager – Health Education in delivering technical assistance and capacity-building support to CBOs and LEAs to enhance program implementation and community engagement efforts.
- Ensures accurate data collection, reporting, and documentation in alignment with Office of Refugee Resettlement (ORR) Policy Letters and funder requirements, supporting program accountability and continuous improvement.
- Provides subject matter expertise on working with LEAs and CBOs in a grantee-funder relationship. Establishes and manages relationships with grantee LEAs and CBOs, ensuring effective communication and collaboration.
- Works with Program Director and Program Administrator to establish and manage awards and sub-awards with LEAs/CBOs.
- In partnership with PHI and CIRH administration, monitors the financial and program compliance of LEAs and CBOs.
- In partnership with Program Director and Program Administrator, plans and contributes to Advisory Group activities and community events.
- Partners with the Program Director and Program Administrator to plan staffing, allocate resources, and ensure career progress of staff.
- Directly supervises program staff; acts as mentor and coach to staff members.
- Completes performance evaluations for direct reports and supports other supervisors to complete annual performance evaluations for their staff.
- Supports Program Director and Program Administrator in proposal development and funding sustainability.
- Supervise the analysis of data from program evaluations and other sources to inform decision-making and program adjustments.
- Coordinates with other government agencies, non-profits, and private sector partners to leverage resources and expertise for the benefit of refugees and schools within the LEAs/CBOs.
- Participates in joint initiatives that address broader issues such as child welfare, community health, and social services integration into schools.
- Advocates for changes in education policy at local and state levels based on the findings from program evaluations to improve the academic performance and successful integration of refugees, especially newcomers from Afghanistan and Ukraine.
- Performs other duties as assigned.
Minimum Qualifications
- At least 7 years of related experience, including 3 years as a manager.
- Bachelor’s degree required, or substitute with 4 additional years of related experience.
Other Qualifications
- Subject matter expertise and strong experience in school health and school district operations.
- Proven ability to navigate complex situations, build consensus, and coordinate effectively with diverse partners in fast-paced, challenging operational environments.
- Proven experience in a technical leadership role.
- Excellent communication skills both written and verbal in a hybrid (virtual and in-person) environment.
- Strong project management and supervision skills.
- Experience working successfully with partners from multiple fields and sectors including public, business, nonprofit, philanthropy, and others.
- Ability to work independently and in a team environment.
- Grantee management experience.
- Grant writing experience.
- Excellent interpersonal skills and demonstrated ability to supervise and manage a multi-disciplinary team.
- Goal/results oriented with proactive approach to problem-solving.
- Critical thinking and reasoning.
- Master’s degree preferred.
