Position Summary

The Research Program Director II directs a national center (PHI’s Center to Advance Community Health and Equity – CACHE) to conduct applied research and the design, planning, facilitation, implementation, and evaluation of comprehensive approaches to community health improvement.  The program has a particular focus on inequities in access and quality of care, as well as social and environmental drivers of poor health in lower income, racially, and culturally diverse communities.

The Research Program Director is responsible for the implementation of program activities and grants, as well as fund development, personnel oversight, and operational management. Responsibilities include establishing program strategies, hiring, and managing program staff, developing, and maintaining partnerships with state and federal agencies, foundations, and other donors, highlighting relevant initiatives and policy priorities through media appearances, national conferences, and presentations, and promoting program sustainability through resource development.

The Research Program Director will be credentialed as a Principal Investigator at PHI. This position reports to PHI’s Chief Programs, Policy, and Government Relations Officer.

This is a regular part-time 50% FTE position, with a potential to expand to Full-Time in the future depending on funding availability.

Full salary range for this position: $140,759 to $219,794 per year based on 100% FTE. The typical hiring range for this position is from $70,379.50 (minimum) to $90,138.50 (midpoint), based on 50% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.

 

Essential Duties & Responsibilities

  • Oversee the development and submittal of funding proposals to private sector contractors and public and private sector philanthropy.
  • Supervise and manage administrative and programmatic staff.
  • Manage working relationships with funders and contractors.
  • Deliver presentations to a variety of audiences, ranging from grassroots community stakeholders to institutional senior leadership in the private and public sectors.
  • Oversee the design and implementation of applied research projects.
  • Lead the development of written products, ranging from project reports to articles in peer review journals.
  • Perform other duties as assigned.

 

Minimum Qualifications

  • At least 7 years of related experience in race, culture, and bioethics, including at least 5 years as a manager.
  • Graduate degree in health policy or other related field.

Other Qualifications

  • Demonstrated experience and expertise in health care delivery and financing, with particular focus on community-based approaches to health improvement.
  • Demonstrated experience and expertise in technical writing.
  • Demonstrated experience in the engagement of community-based organizations, institutional stakeholders in health care and related sectors, and local government agencies.
  • Experience in financial management including grant and contract management.
  • Experience in developing research project cost proposals.
  • Commitment to PHI’s vision, mission, and values.
  • Strong leadership skills including demonstrated ability to develop, plan, direct, and evaluate the work of the staff.
  • Strong organizational skills.
  • Excellent interpersonal, oral, and written communication skills.
  • Strong computer skills including proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Doctoral level education in health policy preferred.

 

FAIR LABOR STANDARDS ACT (FLSA) STATUS

This position is classified as exempt based on the job duties. However, based on the FTE, salary level of the employee, or federal/state/local laws, the employee may be classified as nonexempt.
