Biography

Dr. Shubhayu Saha is the Executive Director of Tracking California, a program of the Public Health Institute that is invested in the sustained wellbeing of all communities in the face of growing threats from environmental hazards and climate change. Before joining PHI in June 2025, Shubhayu spent the last 18 years at the U.S. Department of Health and Human Services (HHS) for the Climate and Health Program at the Centers for Disease Control and Prevention, and the HHS Office of Climate Change and Health Equity. In these positions, he has (1) conducted interdisciplinary research on the impact of climate hazards (temperature extremes, air quality, drought, extreme weather, flood) on a range of health outcomes (heat-related, chronic disease, injury, allergy, mental health, healthcare access and cost); (2) lead interagency collaborations to develop data-driven tools that integrate health surveillance, social determinants of health, climate services and environmental monitoring information for timely response to extreme events and long term climate resilience planning; and (3) promoted climate and health in all policies through multi-sector partnerships (housing, transportation, agriculture, urban planning).

Shubhayu has served the last three U.S. National Climate Assessments in different roles as an author and steering committee member. He has represented the United States in international initiatives with the Commission on Environmental Cooperation and International Association of National Public Health Institutes. He is a founding member of the Global Heat Health Information Network under the joint purview of the World Health Organization and the World Meteorological Organization that is a key coordination and resource mobilization node to amplify global efforts to protect all from extreme heat.
