State of Equity
Health in All Policies (HiAP) is a collaborative approach to improving the health of all people by incorporating health considerations into decision-making across sectors and policy areas. A new op-ed published today by Health Affairs Forefront examines HiAP as a governance framework that provides the opportunity for more coordinated and stronger public policy to improve health outcomes for all.
The op-ed was coauthored by Dr. Aletha Maybank, a senior public health adviser at Mitokhon and former deputy commissioner at the New York City Health Department; Julia Caplan, director of State of Equity, a program of the Public Health Institute; and other public health leaders from across the country.
The piece calls out that all policies affect health and explores how HiAP efforts across the country have successfully aligned the work of agencies focused on health, housing, environmental and economic development policy to shape the health and wellbeing of communities. The authors call for “elected officials to make HiAP a formal governance priority by creating cross-agency task forces, holding non-health agencies accountable for health outcomes and investing in the mutual education that true interdisciplinary collaboration demands.”
Every policy is a health policy. Housing policy is health policy. Climate policy is health policy. Economic policy is health policy. It may seem obvious, but our laws and regulations are rarely developed with this in mind.'Health In All Policies’ Is An Effective Governance Framework. Why Have Our Leaders Ignored It?

This guide was created by the Public Health Institute, the California Department of Public Health, and the American Public Health Association. It was developed in response to growing interest in using collaborative approaches to improve population health by embedding health considerations into decision-making processes across a broad array of sectors. The Guide draws heavily on the experiences of the California Health in All Policies Task Force and incorporates information from the published and gray literature and interviews with people across the country.
