Request for Proposals: Up to 30 Grants of Up to $1M Each to Prevent ACEs in California Communities

The UCLA-UCSF ACEs Aware Family Resilience Network (UCAAN), in collaboration with the Office of the California Surgeon General (CA-OSG), Department of Health Care Services (DHCS), and PHI’s Population Health Innovation Lab (PHIL) are pleased to announce a third round of ACEs Aware grant funding called PRACTICE: Preventing and Responding to ACE-Associated Health Conditions and Toxic Stress in Clinics through Community Engagement.

Up to 30 teams will receive funding, each ranging from $500,000 to $1 million, with the goal of increasing the capacity of Medi-Cal primary care organizations/clinics, community-based organizations (CBOs), and Medi-Cal managed care plans to address toxic stress in local communities.

Please note: the deadline for non-binding Letters of Intent has been extended. LOIs are now due on May 25, 2022 at 5 p.m. PDT; RFP submissions are due on June 13, 2022 at 5 p.m. PDT. 

Funded by DHCS with support from CA-OSG, the PRACTICE statewide learning collaborative will support the efforts of clinical teams to address toxic stress in local communities. Up to 30 teams will receive funding, each ranging from $500,000 to $1 million, with the goal of increasing the capacity of Medi-Cal primary care organizations/clinics, community-based organizations (CBOs), and Medi-Cal managed care plans to leverage existing and new sources of state funding to:

  • Strengthen partnerships to screen for Adverse Childhood Experiences (ACEs) in order to identify clinical risk for and respond to toxic stress.
  • Develop sustainable, practical, community-informed, evidence-based services that target toxic stress physiology and ACE-Associated Health Conditions, and support the prevention of ACEs and toxic stress.
  • Build a sustainable workforce to support ACE screening, toxic stress response, and prevention of ACEs, toxic stress, and ACE-Associated Health Conditions.

Application Timeline

Applicants will be selected through a competitive process managed by the PHIL. Successful applicants will be awarded a subcontract.

RFI Opening: Up to 30 Grants of Up to $1M Each to Prevent ACEs in CA Communities

The UCLA-UCSF ACEs Aware Family Resilience Network (UCAAN) is partnering with PHI’s Population Health Innovation Lab (PHIL) to build the Preventing and Responding to Adverse Childhood Experience (ACE)-Associated Health Conditions and Toxic Stress in Clinics through Community Engagement (PRACTICE) grant. This is a multimillion-dollar California statewide grant to:

  • Strengthen partnerships to screen for ACEs and respond to toxic stress.
  • Develop sustainable, evidence-informed, real-world clinical services that target ACE-associated health conditions and support the prevention of ACEs and response to toxic stress.
  • Build a sustainable workforce to support ACE screening, respond to the impacts of toxic stress and adversity, and promote ACEs prevention.

With support from the California Office of the Surgeon General (CA-OSG) and the Department of Health Care Services (DHCS), PRACTICE will be releasing up to thirty grants, each ranging from $500k to up to $1 million, to support clinical teams mobilizing a health system’s response to address toxic stress within local California communities.

PRACTICE grantees must include members from each of the following:

  1. A Medi-Cal frontline primary care clinic and/or consortia that have implemented ACE screening;
  2. A community-based organization; and
  3. A Medi-Cal health plan serving the partnership community.

The Medi-Cal frontline primary care clinic and/or consortia will serve as the lead applicant organization for the PRACTICE grants. PRACTICE will provide funding support, technical assistance, and peer-to-peer learning to the clinical teams participating in this statewide learning collaborative.

Findings from PRACTICE grantees will inform the next phase of the ACEs Aware initiative and ongoing work throughout California to develop partnerships, evidence, and care practices that prevent and interrupt the impact of ACE-associated health conditions and toxic stress on California’s children and families.
