BARHII (Bay Area Regional Health Inequities Initiative) developed a conceptual framework that illustrates the connection between social inequalities and health, and focuses attention on measures which have not characteristically been within the scope of public health department epidemiology. The BARHII Framework describes the problem areas addressed by a continuum of public health practice ranging from cataloguing causes of mortality and disease management to addressing social inequalities such as racism and class inequality.

The BARHII Framework has been adopted and used by various agencies, including the California Department of Public Health, to help guide program planning and decision-making in upstream public health practices and health equity work.
