The Affordable Care Act (ACA) made significant changes to the way that non-profit hospitals report and maintain tax-exempt status. PHI’s Kevin Barnett, whose work has focused on reforming hospital community benefit practice for years, provided analysis of the ACA’s  regulations.

In collaboration with partners, Dr. Barnett developed new online tools to improve the practice of community health needs assessment required of non-profit hospitals under the ACA, including the Community Commons’ Vulnerable Population Footprint.
