POSITION SUMMARY

The Health Systems Analyst advances health systems change initiatives by applying health services research, data analysis, and systems thinking to assess and strengthen how care is organized, accessed, delivered, and evaluated. Working across clinical, operational, administrative, and community settings, the Analyst examines policies, workflows, utilization, performance, costs, and outcomes to identify barriers and opportunities for improvement. The role then translates evidence into actionable recommendations that guide workflow redesign, implementation, and performance measurement. In close collaboration with providers, leaders, researchers, and other stakeholders, the Analyst drives continuous quality improvement and evaluates whether system changes deliver sustainable gains in access, efficiency, quality, and patient and population outcomes. Health Systems Analysts play a crucial role in operational efficiency, healthcare access, quality patient care, and healthcare system performance. This role encompasses evaluating healthcare utilization, examining the influence of mental health severity and self-efficacy on telehealth utilization, and supporting evidence-based improvements in public and private healthcare delivery systems.

This may be a regular, full- or part-time position. The starting FTE will be determined upon hire, depending on funding availability. This is a remote position that requires travel within and possibly outside of California based on project needs.

The full salary range for this position: $93,932 to $140,370 per year. The typical hiring range for this position is from $93,932 (minimum) to $117,151 (midpoint), based on 100% FTE. The starting salary is determined using a variety of factors, such as the candidate’s knowledge, skills, and experience, as well as internal equity considerations and budget availability.

This position is contingent upon funding being awarded to PHI.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following:
  • Analyze healthcare data to identify inefficiencies and areas for improvement
  • Design and implement healthcare information systems
  • Collaborate with healthcare professionals and stakeholders to understand system requirements
  • Ensure compliance with industry standards and regulations
  • Maintain and update existing health information systems
  • Create and maintain documentation for system processes and procedures
  • Conduct system testing and validation
  • Monitor system performance and implement necessary upgrades
  • Coordinate with IT staff to troubleshoot technical issues
  • Analyze telehealth utilization for mental health and preventive care services among U.S. adults
  • Examine the influence of mental health severity and self-efficacy on healthcare utilization and access
  • Evaluate healthcare delivery processes and system performance across public and private healthcare systems
  • Perform other duties as assigned
QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications
  • 5 years of relevant experience
  • Bachelor’s degree, or substitute with four additional years of related experience
Other Qualifications
  • Experience with healthcare information systems
  • Strong understanding of healthcare processes and terminology
  • Knowledge of data analytics and reporting tools
  • Experience with system implementation and project management
  • Familiarity with regulatory requirements in healthcare
  • Excellent communication and interpersonal skills
  • Strong problem-solving abilities
  • Experience working in public and private clinical or healthcare settings
  • Experience working with underserved, vulnerable, and rural populations
  • Background in oral, preventive, and mental healthcare research
  • Proven experience as a systems analyst or in a similar role
  • Strong analytical and critical thinking skills
  • Proficiency in database management and software development
  • Understanding of system security and privacy issues
  • Ability to work collaboratively in a team environment
  • Excellent organizational and time management skills
  • Knowledge of health services research, healthcare utilization, telehealth, and preventive care delivery
  • Understanding of healthcare system performance, healthcare access, and service delivery across public and private healthcare systems
  • Master’s degree in health informatics, information technology, public health, health services management, or a related field preferred. Doctorate degree in public health preferred.
