Health in All Policies
The Public Health Institute provides technical support for Health in All Policies initiatives at both the state and local level. Health in All Policies is a collaborative approach to improving the health of all people by incorporating health considerations into decision-making across sectors and policy areas. The goal of Health in All Policies is to ensure that all decision-makers are informed about the health consequences of various policy options during the policy development process.
Health in All Policies: A Guide for State and Local Governments
Health in All Policies: A Guide for State and Local Governments was created by the Public Health Institute, the California Department of Public Health, and the American Public Health Association in response to growing interest in using collaborative approaches to improve population health by embedding health considerations into decision-making processes across a broad array of sectors. The Guide draws heavily on the experiences of the California Health in All Policies Task Force and incorporates information from the published and gray literature and interviews with people across the country.
The guide was developed through funding from the American Public Health Association and The California Endowment.
Health in All Policies: Improving Health Through Intersectoral Collaboration
In this discussion paper, which was prepared for the Institute of Medicine Roundtable on Population Health Promotion, Dr. Linda Rudolph and colleagues explain the need for Health in All Policies approaches to confront complex and current health challenges in the population and provide an overview of California’s pioneering experience with cross-sectoral collaboration to address the social determinants of health. The paper includes an analysis of key challenges and opportunities likely to arise when communities undertake health in all policies efforts.
California Health in All Policies Task Force
California’s Health in All Policies Task Force was established by an executive order in February 2010 and brings together 18 state agencies, departments, and offices to identify priority programs, policies, and strategies to improve the health of Californians while advancing the SGC’s goals. The Public Health Institute, in partnership with the California Department of Public Health, facilitates and staffs the Task Force which sits under the auspices of the Strategic Growth Council (SGC). This project was founded by Dr. Linda Rudolph and is currently under the leadership of Julia Caplan.

Building the Health in All Policies Movement
The Public Health Institute works with local governments across California and beyond, to support the incorporation of a Health in All Policies approach. This ranges from one-time consultations and trainings to in-depth partnerships. Dr. Linda Rudolph works closely with Julia Caplan and the California Health in All Policies Task Force team to respond to inquiries from local communities and provide in-depth support when appropriate.
